Planned car park on land used for 'prostitution' approved

PLANS to turn land blighted by fly tipping and often littered with accoutrements” of prostitution can become a car park.

Last year a planning application to turn an area of scrubland off off Brownroyd Hill Road into parking for six vehicles was submitted to Bradford Council.

The land is owned by neighbouring business Joshua Thomas & Partners Engineering Group, and the application said the overgrown site acted as a “shield to mask numerous crimes” including sexual activity, drug taking and arson.

The site is also allegedly used by pupils from nearby Grange Technology College to smoke.

The application said: “Our CCTV footage of the area has captured on more than one occasion persons using the area for sexual activity, as the area is screened from the public gaze. Discarded accoutrements from these activities have been discarded on the proposed parking area, causing a health hazard to anybody accessing the area.

“It is clear that the area as it stands attracts activities that is not aligned with what the local community desire from the area they work and live in.”

It also said the car park would prevent staff from parking on residential streets.

The plans were approved today, with officers referring to the incidents on the site.

They said: “Whilst the proposal may not be the panacea for all these ills, the Council must be mindful of its duties under the Crime and Disorder Act 1998 to do all it reasonably can to prevent crime and the opportunities for it and in this context, provision of a more secure area carries weight.

“It is noted that the car park will remove parked vehicles from pavements and improve visibility for road users, a matter brought up in the letters of support, which, inter alia, originate from addresses in Wakefield, Leeds, Rotherham, Goole and Willerby.”
