Artisan Real Estate are to move forward with a ‘transformational’ homes-led development close to Salts Mill world heritage site in Saltaire, Shipley.
In November 2015, the Government announced the Shipley office of HMRC would close, with staff moved to Leeds. Despite campaigns to keep the organisation – one of Shipley’s biggest employers – in the town, the office was shut and put on the market.
Ambitious proposals to demolish a vacant office complex on the edge of the Salts Mill World Heritage Site in Saltaire, Shipley and replace it with a vibrant and sustainable residential quarter and riverside park have been given the go-ahead by Bradford Council.
The residential units will be made up of 144 houses, a mix of one bed, two bed, three bed and four bed homes, and 145 apartments, a mix of one, two and three bed flats.
It said the housing side was designed to tackle the “urgent” need for family homes in Saltaire.
The application says: “As families grow they have a desire to stay in Saltaire but are often required to move to the surrounding areas such as Nab Wood to find larger family homes. The proposed development therefore seeks to provide for an identified local need through the provision of larger family homes.”
It says the apartments will attract “young families and couples” attracted to the area by rail links to Bradford and Leeds.
The application said: “The coronavirus pandemic has severely impacted the way people work and the need for large scale offices has diminished enormously.
“The former owner and occupier of the building was not able to justify operating such a large building as vast numbers of staff began to work fully or partially flexible work schedules. The environmental impact of the coronavirus pandemic resulted in what once was a fit for purpose building becoming redundant with no demand for such a large building to be operational at part capacity.
“This led the operator to market the site for sale, there was no interest from any parties wishing to purchase the site for its current office use and all interest was from residential developers.
“It is established that there is no demand for large scale dedicated office buildings in this location as there once was and the redevelopment of the site for a high-quality residential development incorporating a number of small flexible commercial units is the viable option for such a sustainable location to meet the urgent need for housing in Bradford.”
As Urban regeneration specialists, Artisan Real Estate will now progress with this ‘transformational’ redevelopment of the 11-acre site, sandwiched between the River Aire and the Leeds & Liverpool Canal, which was formerly home to an HMRC office block that closed in October 2021.
Their plans for the new ‘Saltaire Riverside’ development include the provision of 289 new homes, more than 5,000 sq. ft. of commercial office space designed for flexible working and a café facing onto a new ‘pocket’ park and piazza.
A sizeable riverside park will seamlessly link the development to the River Aire, providing woodland, grasslands and lawns to act as a natural floodwater storage area whilst pedestrian links will provide direct access to Saltaire Rail Station and the canal towpath.

This has been supported by a comprehensive and broadly very positive public consultation programme – including two design workshops with local stakeholders and three major public events.”
The scheme will demolish the existing seven-storey HMRC building which consists of two large hexagonal office blocks, with a construction start on site forecast for early 2024. Prior to the HMRC development, the Saltaire Riverside was used as an occasional storage shed area, allotments and grazing land for canal ponies.
Saltaire Village is named after Sir Titus Salt who built a textile mill known as Salts Mill and the supporting village overlooking the River Aire in the second half of the 19th century. Designed by architects, Lockwood and Mawson, Saltaire followed in the footsteps of other model settlements in providing a relatively healthy environment for workers to reside and work.
Saltaire has beautiful Italianate architecture and a rich history and was designated a World Heritage Site by UNESCO in 2001. The village is considered an outstanding example of mid-19th-century philanthropic paternalism and had a profound influence on developments in industrial social welfare and urban planning in the United Kingdom and beyond.
